LOMBARDY REGION TO HAVE A NEW ELECTORAL LAW

During the Institutional Affair Committee special session, all political forces agreed on several changes of the electoral law, as the blocked electoral roll abolition and the presence in next Regional Council of councillors from all Lombardian provinces. Committee Members also agreed on the impossibility for next governors to led Lombardy more than twice.

For the new Lombardian electoral law all political parties found a previous agreement on Wednesday 10/17, during a Institutional Affairs Committee extraordinary session.

Right wing PDL councillor Sante Zuffada, named works’ coordinator, noticed that all political parties agreed on four questions: the blocked electoral roll abolition, the number of councillors (80) in the Regional Council reduction, the presence of councillors from all Lombardian provinces, and the impossibility for a governor to lead the region more than twice.

PDL councillor Roberto Alboni proposed all Regional Council political parties to be involved in the collection of signatures, in order to obtain the possibility to run in next election.

Right wing Northern League chairman Stefano Galli underlined the necessity to limit electoral expenses. He also proposed the extension also to councillors – and not only to the governor –  of the ban to work more than twice in Regional Administration.

Center-left wing Democratic Party’s councillor Franco Mirabelli proposed an equal assignation of Regional Council sieges by the redistribution of the so called “majority prize”: an electoral system which guarantee the ruling coalition the 60% of all Council sieges.

Left wing SEL party’s spokeswoman Chiara Cremonesi endorsed a double gender preference’s introduction in Lombardian electoral system, in order to bring in Regional Council more women than now.

The spokesman of center-left IDV party Stefano Zamponi proposed to help also the other political forces which took part on 2010 election to take part in the early regional election. He also underlined the importance to limit the number of Regional Assembly councillors to 60.

Centrist UDC party’s councillor Enrico Marcora proposed less strict rules for the Regional Council political forces’ participation in early election.

On Tuesday the 10/16, Lombardy Region’s governor Roberto Formigoni dismissed the regional government and announced  the call for an early election in December, January or April.

The right wing majority crisis started as the Northern League councillors went out from the coalition after the PDL Housing Assessor Domenico Zambetti was arrested because of collusions with mafia.

Moreover, the ruling coalition stability has been undermined by constitutional changes led by central government to take away from Regions special powers on energy, welfare and transports.
