EUROPE ANSWERS TO RUSSIA'S GAS OFFENSIVE IN GREECE

The European Commission adopt measures to foster Greek position in the EU energy market by the realization of new pipelines and LNG terminals. Brussels responds to Russian aim to control Greece's GTS.

 

Greece is an important country for Europe not only from the economic point of view, but also from the energy one. On Wednesday 12/12 the European Commission approved a list of measures to strengthen Greece energy position and foster the realization of the EU common energy market.

 

As the Law International Office of Energy and Natural Resources reported, the European Commission supported the realization of the Trans Adriatic Pipeline - TAP - to carry 21 bcm of Azerbaijan's natural gas from the border between Turkey and Greece to Italy via Albania.

 

TAP is going to make Greece the most important Azeri gas' transit state to Europe, as well as Italy will become the EU hub of the Azeri gas. For this reason, TAP will not only foster Greece and Italy's political position inside the EU, but will also create job places in two countries devastated by the economic crisis.

 

The second project which has been supported in Greece by the European Commission is the realization of the Trans Mediterranean Pipeline. TMP will carry natural gas from the Levantine Basin, in Israel, to Greece via Cyprus and the island of Crete.

 

The European Commission planed two more pipelines to unify Greek Gas Transport System to the ones of Italy and Bulgaria.

 

This project has been approved following the aim of the EU Third Energy Package: a law which permits the realization of common EU GTS and energy market.

 

Brussels also established the realization of the Aegean LNG terminal, and the extension of the one in Reythoussa.

 

Moreover, a system of LNG terminals and local pipelines has been planed in Alexandropoulis to import liquefied gas from Qatar and the USA.

 

The European Commission's projects have to be approved by a committee of representatives from the Greek Ministry of Energy and Climate Change, national gas company DEPA and the Greek GTS managing companies.

 

However, the European Commission gave a strong answer to Russia's energy offensive on Greece.

 

In September 2012, Russian national gas major Gazprom proposed to Greece a discount on Russian gas supplies tariffs and the realization of several energy infrastructures in some Greece's provinces.

 

In change, Russia asked for the direct control on DEPA national company and Greek GTS.

 

Russia uses gas to ensure Moscow the energy and political hegemony on the EU. An example of Russia's energy policy is the Southstream pipeline's realization, which has been started last 12/7.

 

The pipeline has been conceived by the Kremlin to deliver in Europe 63 bcm of gas per year and increase EU dependence on Russian gas supplies - which nowadays cover the 40% of EU total need.

 

The Southstream - which is supported by Russia, Germany and France despite of the European Commission and Central Eastern EU States' opposition - also blocks the gas supplies diversification's plan conceived by the European Commission to carry 16 bcm per year of natural gas from Azerbaijan directly to Europe.
